If anyone has an answer for me, I'd appreciate it. I'm playing this because I've been looking for a game exactly like it; a bit more building in it than Age of Empires, and not pure building like Sim City 4. So far this game seems perfect, and it's incredibly complex, which is awesome! I'm a strategist, but it's really hard to find games that are challenging for me.

I play civIV a lot, and don't like starting wars all that much, but if you need to you'd have to cancel all your trade agreements with the nation you are going to attack

You should check out a game on steam called "Banished". It's like a cross between Sim City and AoE without the combat aspect. Warning though, it's really hard.

As for your Civ4 question...Did you try declaring war from the Diplomcy menu?

I have to agree on Banished, and it does take some learning, trial and error. I've restarted my game lots of times after my villages constantly run out of food and people starve. Whoops.

Since this is my first time playing the game, I didn't see that yet.  I'll have to look for it so I can do that. 

I'll have to check out that other game.  Hard is good!  I've played games before where you have to make sure you feed your people or they either starve or abandon you.  Yeah, you have to remember, but after a couple of games where you mess up that way, you start to remember.
